Simple answer is no and it seems that it's not only 3. This is what 3 have to say but it does not explain why not:

Can I use Smartwatch Pairing abroad?

You can't use your smartwatch's cellular features outside the UK. However, you can still use your smartwatch as usual if it's connected to your phone via Bluetooth.

Why can’t smart watch pairing be used abroad? I’m confused that I can use my phone data but the watch using the same number cannot. Can anyone explain why?

Hi @Colinmh23,

In brief it's down to roaming being more complicated than using your home network. Smartwatch pairing on cellular is constantly sending data back and forth, and when roaming this actually transfers between the network you're connecting to, back home to Three then back out to the roaming network again.

We may be able to support this some point in the future but there's no news on this at the moment.

Thanks,
Jonathan
