A new mast was installed in the GU12 area quite a long while ago, and there's still no service from it. How would I go about finding out what's going on?

Thanks for any advice on advance

They need to coordinate with other companies and if there's some unexpected delays with 3rd parties then the answer is: how long is a piece of string. The equipment can come from many sources and countries and it only takes one to delay the whole project. Don't forget that 3 cannot use Chinese kit and this may be part of the delay.
