    <description>&lt;P&gt;To purchase a local SIM card in Phils (and increasingly elsewhere) you need to register a local address and you can only get a residency card after 3 months. This is for security tracking and the elimination of nefarious burner phones.&lt;/P&gt;&lt;P&gt;You could try a cooperative Sari-Sari and they may register for you.&lt;/P&gt;&lt;P&gt;Officially (search) there are international roaming services that are cheaper than three but more a convenience than economy.&lt;/P&gt;&lt;P&gt;You may end up relying on Wi-fi which is freely available.&lt;/P&gt;</description>
