I don't believe there's a direct setting on iOS to enable premium rate text messages.
Have you raised your spend cap high enough to account for the charges?
If the cap is high enough and the messages aren't sending, please connect with Customer Services, as they'll be able to check if there's a bar or restriction in place that might be preventing this.
