Was cancelled in November after switching to Voxi using PAC, received balancing credit in December, but continuing to take direct debit in Jan and Feb!!
Account details even show cancelled in Nov with £0 bills afterward

That doesn't sound right, and airtime payments shouldn't continue if your account is closed.
Just to make sure - your number transfer was successful and you've been using the same number with Voxi that you had with Three?
Do you have a device finance agreement that was taken through Three? If so, payments for this would continue to be taken after the number is switched, as they are separate plans.
If you don't have a device finance agreement, please chat with Customer Services for some further checks via the account.
