I can only find one previous post from a customer who also had a PoE adaptor missing from their package. I was also lacking the allen key for the hub plate.
I have been told that my missing parts will be with me within 5 working days.
Might I suggest that Three provides a better illustration (or description) of the PoE unit, as I spent two hours trying to work out how to connect the hub and the eero - because I had no initial idea of what I was missing.
One doesn't know what one doesn't know.
I'm posting this in case there's a systemic problem with including PoE adaptors.

I understand it's really frustrating to receive the delivery without the adapter, and to have to wait longer to receive it.

Sorry to hear that you were missing the PoE and key. Hopefully the replacement will be sorted out shortly. I haven't noticed that others are posting about these parts being missing, but thanks for the feedback and for sharing your experience.
