3internet APN returning CGNAT IP address instead of public routable IP

Three months into a 12 month contract, Three have suddenly started to return a CGNAT IP address instead of public routable IP from the "3internet" APN as it had done for years.  I have been on the phone for hours and the so called Technical Support keep asking stupid questions about my wifi, asking to turn it off and on again. Try the SIM in another device.  They have absolutely no training or knowable about how IP systems work!

Can you please fix the 3internet APN as it is the ONLY reason I am with Three and your CGNAT implementation is a load of rubbish.  Can't even access my online banking because the public IP is cycling so fast!

So all knowing "Network Engineers" at Three, riddle me this.  How can I get assigned a public IP address while on 3G, but get assigned a private IP while on 4G from the very same '3internet' APN?!?

This is the exact same issue as I reported on this thread :

Why are Three incapable of fixing issues on their network?!?  Why can't I speak to a "Network Technician" who understands what IPv4 and IPv6 are?  and what "3internet" and "three.co.uk" are different for a reason!?

Multiple times I have been promised a call back from some magical back end team who don't take calls and only respond to tickets added by some moron who doesn't even understand what they are talking about.  They send texts out saying that they tried to contact me, yet my phone didn't ring nor report a voicemail or missed call!!  I am fed up being told lies and non-sense from Three.  I need access to my Santander bank account now, so fix the problem and stop with this absolute nonsense!
