It sounds like there might be a data issue. Messages are very small, so could be trickling through. Receiving pictures and scrolling Instagram require quite a bit more bandwidth, so that might be what's going on. It might be worth checking the network in your area for issues using the service status page to see if there's any known issues in the area.
