Experiencing the same issue over the past few weeks. Nothing has changed in local device set-up and issue appears to be regularly occurring on desktop teams and Progressive Web Apps and occasionally on the web version of teams. Connecting to an alternate internet provision the issues do not occur.
I have home broadband with an Xyel router with hard cabling to a switch from the router to the PC.
Speed test varies between 15 and 25 down / 3 and 6 up with anywhere between 25 and 90 latency. Used to be between 40-60 down and 20 up with latency c. 20.
I am told by call centre no issues but something has changed recently.

Latency can't really be blocked, it's just a measure of how long it's taking for packets to travel along the network. Three don't specifically block or slow down Teams data. Plus since you're using a VPN, all of your data that goes through it is packed up into one encrypted stream, it all arrives at the other side at the same on the other side, Three has no way of determining which data belongs to teams or any other apps you use.
Since everything else is working, it doesn't sound like the VPN is being blocked either. If I had to guess, you have an issue with bandwidth. It could make it look like everything else is fine, since most apps aren't as time sensitive as real time video, but the video would struggle. Have you tried performing a speed test while connected through your VPN, and one through your internet without a VPN. What speeds do you get?
