Hello there.
Congestion used to be quite common in London due to it being such a busy place, however I don't think that's the normal anymore. It's been a few months since I was there, but when I was, I didn't face any obvious issues with the connection. It could be possible that you were in an area of London that was facing a network issue or something like that, something that could be temporarily affecting the connection.
You can always have a look on the Service Status page to see if there's any known issues in the area, and if there's nothing showing, it would be a good idea to go through and report it to the Support Team so that they can raise the issue and look into it.
