hi, I am travelling to Budapest in November for 5 nights and have a pay monthly plan with three. I see Hungary is included in the Go Roam list, does this mean I can use my phone as normal while I am there?

Welcome to the Three Community, and I hope you're excited for the trip next month😁
If you have a plan that doesn't have roaming allowances included already, it would cost £2 per day to use your allowances in Hungary (with up to 12GB fair usage of data).
Please make sure that roaming is enabled in your device settings and that you have a spend cap set high enough to allow for these daily charges.
You can also buy roaming passes for 3, 7, or 14 days, which can help you save more on the equivalent daily cost.
