Merging with another company doesn't immediately change or invalidate the existing terms and conditions current contracts have. Also, there are Three contracts that have no charge when roaming as well, it depends on the plan you choose. Vodafone also have plans that don't have inclusive roaming, and there's a daily charge for using those abroad, just like Three.
