Like a lot of others, I can't re-register

I've tried 4 browsers & app. All I get is

Having same problem. Re-registered my main number - cannot re-register my other phone and it does not let me view 2nd number when I log into my main number. Ican't see any option to do it. I don't think humans work at 3 any more. Chat bot does not understand my query and it's impossible to speak to anyone, their phone number never gets you to a human. I've tried every possible option.
