I received call from a mobile number regarding an upgrade offer. After I questioned him about the mobile number he called me from a number starting with 0333…..

he also emailed the offers from promotionthreegmobiles.co.uk@gmail.com

is this a fraud or three?

That looks like an attempt by a fraudster to try and get your details. I'd recommend blocking the numbers that contacted you.
