Apple watch pairing

So I want to connect an apple watch for my granddaughter, I already have a apple watch plan connected to my phone but wasn't too as a second for my granddaughter, can I do this with three of so how do I do it so I keep mine and add my granddaughters.

Technically it is one phone and 1 watch plan(which allows the watch to have voice and data). However if you don't want calls or data on the second watch I think you can still pair it by Bluetooth with the phone but the phone would have to be near by.
