Hi,
I recently bought a Honor 400 Lite from Honor store (not from Three Store), this device does not have the toggle option"VoLTE", how to enable VoLTE on this device, anyone know?

Try connecting to 4G or 5G, and then try making a call. As you do this keep an eye to see whether the Honor 400 Lite stays on 4G or 5G. If if does, VoLTE is working.
Many handsets (mine included) don't display the VoLTE option when on a Three SIM, yet VoLTE works fine (this is true for me).
It baffles me why Three don't let us see these options on our handsets, whereas O2, Vodafone and EE do.

Maybe because 3G is being switched off and VoLTE (or 4G) calls has been the standard/default for Three for a few years. So if you do call and stays on 4g it's the same as VoLTE. If you do or on receiving a call you see the fallback to 3G (if available) then it is likely the phone that doesn't support Voice over LTE(4G)
