Data Roaming unable to work - stuck with no service in Spain

I’m currently in Spain and before I went , I made sure my spend cap was unlimited and purchased a 7 day European roaming package for £12. It’s day 2 and I still have no data, did not receive any texts at all when coming to Spain and have 0 service. On my account it shows that I purchased a 7 day roam but it’s not “activated”. Data roaming is turned on in my mobile data settings also

I had the same issues. Roaming on, spend cap is generous. Data on. 
absolutely no connections with any providers in Spain. Tried all three, Auto settings found a provider. No connection no text saying Welcome to Spain. Wi fi feeble.

Reset phone x times. Reset location x times. 
In Spain with no access to any Emergency Services. Very stressful.

long  chats, no solution. Cut off. Could not contact local providers as phone would not work. 
Rang Customer Service tonight. They have no idea either. Does anyone? iPhone 11.

Hey there, 

That's not great you're having signal issues whilst roaming. Are you still in Spain at the moment? Also, it would be worth while getting in touch with our Customer Service team to check if your International Roaming is activated on your account, as it does seem this could be the issue for you.

Sounds like you have done everything right. I got a text immediately after I landed in Tenerife and latched onto a network. Please contact Customer Service team to look into this further as maybe roaming is not activated on your account or something.
