5G Router SIM Pre-Inserted

Hi, I received my new 5G router and SIM today. The instructions say that I should insert the SIM but it is already inserted into the router with the empty packaging in the box. Is this normal? I'm concerned it's been tampered with in some way.

Its normal. My hub came with sim installed.
