If you’re saying you blocked an incoming number and have now unblocked it what handset are you using? If you’re saying your number was blocked and unblocked by someone else then what handset do they have ? This;as far as I can make out is a handset not a network issue unless I’m missing something,

If you have another phone to test in, you could put your SIM in that phone and see if the calls come through on that. It would be a way of determining if it's actually an issue with the S23, or something else.
