As the iPhone isn't capable of sending or receiving RCS messages, the best way to send pictures to an Android user would be through a 3rd party service like WhatsApp.
If you'd rather not use a 3rd party service like that, you can send an image through multimedia message (MMS), but these are chargeable, and the quality can often be impacted due to the 300KB file size limit.
