Smart pairing

I am unable to pair my smart watch as apparently I already have a pairing plan? 
Which I do not I can’t seem to do it.

I’ve spoken to so many different people with no help.

I'm having the same issue.  I bought a new Apple Watch SE 2nd Gen (new from Very.co.uk), never had a smart watch before.  I tried pairing it and enabling mobile data from my Three pay monthly plan £16 per month, with my iPhone 13 Pro.  I spent many hours speaking with different support techs who had no clue and tried to tell me to contact Apple or the third party who I bought my smart watch from.  Apparently my case is now being investigated, which will take 7 days.  I hope you have better luck than I have had.
