So……..I currently have an iPhone 13 and Apple Watch series 9 with a smartwatch sharing plan. I’m changing phone this week. So is the watch plan linked to the phone SIM or the actual phone? I’m hoping it’s simply a matter of unpairing watch and old phone, keeping plan, and then pairing watch with new phone which will have my existing SIM. Is that sort of right?

Welcome to the Three Community.
You might find some of the information on the Smart Watch Pairing Page useful.
The smart watch pairing add on is active within your Three account, as long as you don't remove the add-on, you can replace the watch or the phone, and continue using the feature. As you can only pair 1 watch at a time, you will need to unpair the watch before switching over to the new one.

I believe you are right, the watch plan is linked to the SIM account(not the phone). although I just can't remember if the existing plan is given as an option when pairing the watch with the new phone...
In case you getting a new iPhone with esim I believe you can transfer the esim.
Worth having a chat (oh no!! 😜) with support just to clarify about the plan.
