It appears to be a Three number. If you are in doubt about any phone call tell the caller that you are not happy at receiving unsolicited calls and that you are going to hang up. In the case of Three just call 333 and talk to customer services and they will put you through to the correct department.
I've received calls from this number every day for about 2 weeks, I'm always working and unable to answer. Might just block it as I'm not interested in any offers, and it's getting really annoying!
