Overseas data roaming

In Malaysia at the moment and can’t get data roaming activated. On pay as you go and the 3 website and tech support are not very helpful.any suggestions?

Quite a lot wrong

 Two chips came with my new phone. When I registered with my Apple ID. The chip was PAYG. The DOB won’t edit and says 1901 for my year of DOB. My pay monthly deal isn’t an option for the registration. The Apple ID is locked to the bogus registration.
