Sorry, it's not entirely clear what you are asking.
If you are asking about carrier billing, paying for services or buying things through your Three phone bill, the Spend Limit doesn't have any effect on those. You can have a spend limit of £0 and you'd still be able to use your phone for carrier billing.
Carrier Billing has a limit of £40 per transaction, and £240 total each billing cycle. You can limit carrier billing by contacting the front line team on 333, or by using Livechat on our web page and asking them to set a Credit Limit on your account.

Hi can you help me please, I can't access three pay .. so like buying an app on the Google play store or using boku etc, I tried the chat but it's a robot and just provided a couple of links, one of which said spending limits .. so I clicked on it and it says it looks like I've hit my spend limit...but I haven't used it at all, I only got my new SIM today on a 24 month contract. Is there a ruling in place that I have to wait for my first bill and pay it before I can start using three pay? I also tried calling 333 but couldn't seem to get to speak to a actual person and got stuck in a loop of menus. I'd be very grateful for any help, thank you.

Hey @Davey4becky,
In order to use Three Pay, you'd need to increase your spending limit on the account. However, new customers must pay three consecutive bills on time before the Credit Limit can be increased.
Once you've passed the 3-month mark, please reach out to our Customer Service teams and they'll get the limit increased for you as required.

Your question is not clear but I think the spend cap is refreshed either when money is paid in or the bill paid.
