Why do I have to pay?

Good day,
I last used your phone service about 3 years ago. I had prepaid credit. Now, out of the blue, this call to action came to me.
Isn't that a mistake?

Welcome to the Three community. 

Our Pre paid services don't have bills, so a letter like the one you linked wouldn't be created for that kind of account. 

The letter would most likely have been created on the back of a contract account which has an outstanding balance on it. 

Is it possible the account you had was actually a contract account? Or perhaps you more recently started a contract with Three?
