No, that doesn't sound like it's going the right way. You would have been able to do it in the past over iMessage. It sounds like her new device might not have iMessage set up, or the number might not be correctly linked to it.
Do you have any issues sending images/screenshots to other iPhone users? What about your daughter, can she send and receive them from others?
