I need a public IP address, how do I go about this please?

Yep, by description I got public ip and I configure port forwarding  but port forwarding does not work from router network,  you need to test it from other network,  e.g. your mobile internet from phone.

check your apn on your router is using "3internet", its non cgnat, it works fine and is publicly routable.

Which router are you using, I have tried this on both Huawei cpe pro 2, and Zte mu5001 (non three) and port forwarding works for me, remote access to cctv, and open nat on xbox etc.

I think the router APN pages will be similar so if you could screenshot your APN page I would be obliged.

I haven't got access to it currently, but from memory on my zte router, 
disconnect first from the main router page, then in settings go to apn,

create a manual apn, put in 3internet as the address and name it, nothing needed in the authentication boxes.

make sure it uses ipv4 only, not ipv6 or ipv4/6.

then save it and make sure the right apn is selected the new one you just created and go back to the main router page and click connect.

Out of curiosity - why does it have to be IPv4 only? Indeed dual stack puts the IPv5 behind CGNAT - but wondering if this is a bug or by design and whether it will be changed?
