I got a scam phone call from Sri Lanka I didn’t answer the call it lasted a few seconds is it possible that it could have copied your SIM card ?

I'm sorry I'm not sure what you mean by answering a call resulting in your SIM being copied? There's certainly a common scam about fake income tax alerts, but these are usually intended to trick you into calling back a premium rate number, or perhaps connect you to a fake operator who will try and trick you into disclosing personal info.
I'm not familiar with any process or technology where your SIM could be copied by answering a call like this. Here's a link to our Fraud to watch out for page, this has helpful advice on how to avoid and report fraud and scams.

I changed my number to Three yesterday and it was confirmed that it has been changed today and till now I can't use it to make call or receive calls, I even ordered a lunch but they kept calling me but no way to reach me...

Oh that's not great. Can you confirm if you were able to make or receive calls while the phone had the temporary phone number that was provided by Three?

I got a call today just 16 seconds I answered the call but was a automated message from income tax I blocked the number so is my SIM card not been copied ?
