A PAC is used to cancel an account, the number transfers as part of the process. If you've cancelled the account already, you can't then get a PAC for it as the number is already terminated.
You would need to contact the Support Team in order to see if there's anything that can be done about that. Depending on the status of the account, it may or may not be possible to recover the number.
