New Sim, data pack with unlimited minutes and texts but cannot call without balance

Just got a Sim for my visit to the UK.  Never had an issue before.  This time, got sim, bought data pack, with unlimited text and minutes.  But despite the app showing I have unlimited text and minutes, cannot place a call without the recording saying my balance is too low.

How do I get this updated?

Hi, you can call 33 and talk to customer services. I know that some codes are not free and it may be because you are calling one of those.  Below are some details which may or may not apply to you:

Additional and extra charges

• Calls to numbers starting 070, 084, 087, 09, and 118 are not included in your monthly inclusive allowance
• Calls to non-geographic service numbers starting 084, 087, 09, and 118 are split into an access charge set by us at 65p per minute, plus a service charge set by the company you’re calling – they'll tell you this
• UK picture messages - 65p each
• UK to international calls up to – up to £3.00 per minute
• UK to international texts – up to 65p each
• International to UK calls – from 3p per minute ✝
