why does three hub NR5103E give all devices a Static DHCP IP Address?

I have the usual issues with my NR5103E meaning that I get frequent errors on certain sites and it makes it impossible to connect to sites such as www.screwfix.com as it becomes unusable.
Today I noticed that the 5G NR5103E appears to be always setting a Static DHCP for all devices by itself, so even if I delete them all, it refills the page with Static IP Addresses.
As the Hub can only support 32 devices at a time, this is surely an error?
I do want a few of my devices to have Static IP's, but they don't all need it.
Has anyone else noticed this problem? Is there a way to fix it?
