I am being charged for a phone which was cancelled in 2019. I want to make a complaint and speak to a human. How do I go about this?

I have tried this twice and got nowhere, 3 times on chat with same issue and got nowhere.  I have the exact same issue regarding an account I haven't used since 2010 - it suddenly got reinstated again 7 months ago when Three had a new system installed.
