Actually I managed to workaround this by switching from UDP to TCP for VPN so
VPN off: 440 Mbps
VPN with UDP: 7.6 Mbps
VPN with TCP:45 Mbps
Not great but at least this is usable for work. And this is just zoom calls and not large data use

Three have a system called trafficsence which will only affect your speeds if your data use is considered excessive. I can’t remember the figure but the bar is set very high. I use a lot of data (probably in excess of 100gb each month) and I’ve never knowingly been affected. To the best of my knowledge,Three don’t routinely throttle connections.

Every time you use a VPN you get a speed drop this is not unusual. See if you can change what server the VPN connects to and try a few different ones to see which is fastest.
