PAYG and VoLTE on a Galaxy S10e

Using the Wifi Calling app and it is saying that because switches are greyed out VoLTE provisioning is not available.Is it anything to do with being on PAYG?  Or is anything to do with our 5G mobile router using a Three data SIM
