Despite contract being cancelled and phone returned, contract has been re-enabled by 3 Mumbai

I requested a cancellation of my new contract after 3 decided to give me a new number I never requested. Was done within 1 day of recieving phone. Despite repeated requests to be sent a returns bag, it took 3 weeks for one to arrive.

The phone was returned in the bag provided on the first available post office opening day, was recorded as being delivered to the 3 returns address by Royal Mail - and yet I now find that someone in Mumbai has decided that

The device WAS recieved, and I now am being bombarded for offers on a new phone upgrade, and told via email that my first payment for a phone I no longer have (3 returns do!) will be taken in the next 3 days.
I have contacted 3 support and been told not to worry as it has been put on hold. This isn't acceptable.
I consider this fraudulent behavior by 3 and/or their reprasentatives.
